Participatory Budgeting in the 35th Ward

[Español abajo]

Voting is now open for Participatory Budgeting through December 20, 2024. Below, you can find more information regarding the categories up for vote this year.

Alley and Street Resurfacing- $40k / asphalt alley resurfacing $55k / block for street resurfacing

The exact resurfacing cost depends on the dimensions of the alley or street and other factors. The City of Chicago determines whether an alley should be resurfaced with asphalt or concrete. This category includes projects across the Ward.

Sidewalk Repair- $115k / one entire side of a residential block

Sidewalks help to increase walkability and pedestrian safety. One residential block of sidewalk repairs on one side of the street costs approximately $115,000, depending on length. This category includes projects across the Ward. Projects with a smaller scope will have a smaller estimated cost, as determined by the Chicago Department of Transportation.

Public Art and Public Space

This category includes projects throughout the 35th ward. This category includes projects to improve public spaces such as parks and public plazas, and includes murals and other public art installations. Costs will vary based upon the scope of project.

Bike Lane Infrastructure

Bike lanes help protect bikers and motorists. Marked shared lanes cost about $40,000 per half-mile (per side), and buffered bike lanes cost $60,000 per half-mile (per side). Bike lanes are implemented in partnership with the Chicago Department of Transportation's Complete Streets team. This category includes eligible main streets in the 35th Ward.

Pedestrian Safety

This category includes pedestrian safety improvements such as pedestrian refuge islands on eligible main streets, residential street lighting projects and roundabouts, bump-outs, and traffic circles on side streets. Pedestrian refuge islands cost roughly $75,000 each. Lighting projects cost about $165,000 per block, bump-outs cost $16,000 per corner on residential blocks, and roundabouts cost $20,000 per block.

FREQUENTLY ASKED QUESTIONS (F.A.Q.)

What types of projects are under consideration for Participatory Budgeting?

  • The idea must be a "capital improvement" e.g. bricks, cement, asphalt, and steel - PB money cannot be used to purchase equipment or hire staff.
  • The idea must be for public property - city streets, sidewalks, alleys, or public parks and schools.
  • The idea must be in the 35th Ward.
  • Street and alley speed humps are not part of our PB process. Click here for more information on how to get street or alley speed humps on your block
  • Although sidewalks are sometimes considered and voted on as part of our participatory budgeting process, given the large number of sidewalks in need of repairs, the 35th Ward Office and PB Leadership Committee prioritize blocks that have sidewalks with large portions in great need of repair. Therefore, we encourage individual homeowners seeking to fix the sidewalk immediately adjacent to their home to explore the City's shared sidewalk program.
  • In past years, participatory budgeting money has been used to make street lighting improvements throughout the 35th Ward. However, the Chicago Department of Transportation has upgraded lighting on every street in the 35th Ward with new LED lights. Thus, the 35th Ward will no longer consider arterial lighting upgrades as part of our participatory budgeting process. Learn more at www.ChicagoSmartLighting.org.
  • Trees are not PB eligible. To request a new tree, please email [email protected] or call 773-887-3772.

How are projects selected?

The 35th Ward Office collects infrastructure improvement ideas from residents via an online form, during PB events, email, and phone. These ideas will be reviewed by our PB Leadership Committee, made up of volunteers and community leaders from the 35th Ward. The leadership committee reviews projects and creates a ballot with categories for residents to vote for their preferred infrastructure investments. Winning projects are typically implemented in the spring, summer, and fall, depending on the scope of the project.

Once the results of the voting are available, our volunteer participatory budgeting committee rates the projects submitted from the winning categories. Based on these ratings and estimated costs, the committee creates a project priorities list that roughly totals the category's share of the $1 million ($333,000). The 35th Ward office then submits these projects to the Department of Transportation for evaluation and a cost estimate.

How do I join the PB Leadership Committee?

Residents who are interested in joining our PB leadership committee may email [email protected]. In order to join our committee, you must be a resident of the 35th Ward and over 14 years of age.
