On Wednesday, August 28, 2024, my office held a public meeting to discuss potential rezonings of parcels at 2401-2511 N. Kedzie and 3600-3658 W. Wrightwood to bring the zoning of these parcels into better alignment with their current uses.
The 35th Ward periodically reviews the zoning of different areas of the ward to consider the extent to which the zoning aligns with current uses and with the Alderman’s land use goals and policy. The 35th Ward is reviewing the zoning on these two stretches at the request of Logan Square Preservation (LSP).
In line with our CDZD process, the 35th Ward allowed a two week period following the meeting for residents to provide feedback on this zoning change request. Upon review, the majority of feedback was in support of the proposal. I have since introduced ordinances to rezone these two stretches.

On Tuesday, August 6, 2024, my office hosted a virtual community meeting to discuss a zoning change request for 3335 W Belden. In line with our 35th Ward Community-Driven Zoning and Development (CDZD) process, the applicants presented information on their proposal: a mixed-use building with a yoga studio and coffee/tea shop on the ground floor and an apartment for the applicants on the second floor. The current zoning is RS-3; the requested zoning is B3-1. After the presentation residents were able to ask questions and provide comments.
In line with our CDZD process, the 35th Ward allowed a two week period ending 8/20 for residents to provide feedback on this zoning change request. Upon review, the majority of feedback was overwhelming in support of the proposal. Therefore, I have advised the applicant that I will lend my support to this application when it is filed and introduced in City Council.

2820 N Elston

A virtual meeting was held on February 6, 2024, regarding a zoning change request for Children's Land, LLC for the property located at 2820 N. Elston Ave. In line with our 35th Ward Community-Driven Zoning and Development (CDZD) process, the applicant presented information on their proposal, a three-story daycare facility with rooftop and ground-level play areas. The property is currently zoned C1-3, and the applicant is seeking to override a previously approved and currently active Type 1 Zoning Map Amendment application for the site and build to the regulations of the C1-2 district. After the presentation residents were able to ask questions and provide comments.
Following the meeting, the 35th Ward Office held open a period of two weeks to accept additional community feedback. Upon review, the majority of feedback received was in support of the proposal. Alderman Ramirez-Rosa issued a letter of support to the Committee on Zoning and the ordinance has since been passed by the full City Council.

On Thursday June 16, 2022, my office hosted a community meeting to discuss a request for a zoning map amendment from B3-1 to B2-3 neighborhood mixed-use district to allow for the construction of a 4-story mixed-use building with one ground floor commercial unit and 4 residential units (3 above, and 1 in the rear duplexed down to the basement) at 3545 W. Belmont Ave, along with a 3-car garage in the rear.
Following the meeting, the 35th Ward Office held open a period of two weeks to accept additional community feedback. Upon review, the majority of feedback was overwhelming in support of the proposal. Alderman Ramirez-Rosa issued a letter of support to the Committee on Zoning and the ordinance has since been passed by the full City Council.

A virtual community meeting was held on Tuesday November 9, 2021 regarding a zoning change request from Metric Coffee, for the property located at 3110-12 N. Kedzie Ave. In line with our 35th Ward Community-Driven Zoning and Development (CDZD) process, the applicant, Metric Coffee, presented information on their proposal; an adaptive reuse of the Olde Chicago Antiques building for a coffee roastery and café with retail food sales and indoor/outdoor dining (rendering below). The property is currently zoned B3-1, the proposed zoning is C1-1 for a wholesale license. Metric is also seeking a packaged goods license to sell craft beer which will require the Kedzie moratorium be lifted (from Belmont to Wellington). After the presentation residents were able to ask questions and provided comments.
Following the meeting, the 35th Ward Office held open a period of two weeks to accept additional community feedback. Upon review, the majority of feedback was overwhelming in support of the proposal. A virtual community meeting was held on September 30, 2021 regarding a zoning change request for the property at 2414-16 N. Sawyer Avenue. In line with our 35th Ward Community-Driven Zoning and Development (CDZD) process, the applicant, Mr. David Payne, presented information on his proposed new construction; a brick 3.5-story 9-unit condo building with 9 garage parking spaces. The developer has agreed to a Community Benefits Agreement that will provide support for local green space, the Here to Stay Land Trust, and place 1 of the 9 units in the Chicago Community Land Trust to be sold at an affordable price to a qualified home buyer within 120% of the Area Median Income. After the presentation residents asked questions and provided comments.
Following the meeting, the 35th Ward Office will held open a period of two weeks to accept additional community feedback. Upon review, the majority of feedback was in support of the proposal. Alderman Ramirez-Rosa will issue a letter of support to the Committee on Zoning pending a executed Community Benefits Agreement. All proposal documents are linked below.

2623 N Kimball Ave
The 35th Ward Office received a zoning change request from RS-3 to RT-4 for the existing three-story owner-occupied building at 2623 N Kimball Ave. The rezoning would allow the owner, Mr. Matthew Cremins, to restore a 5th dwelling unit that was previously de-converted to 4 units by the previous owner. No changes would be made to the exterior or height of the building. Following our Community Driven Zoning and Development (CDZD35) guidelines, the rezoning application went through community review with the approval of our 35th Ward neighbor-led organizations; Logan Square Preservation, Logan Square Neighborhood Association, and Somos/We are Logan Square. Mr. Cremins has agreed to sign a Community Benefits Agreement that would ensure 1 one-bedroom unit be reserved at an affordable rate to a household earning up to 75% of the Area Median Income for a term of four years. Given the community benefit of an additional affordable housing unit to the neighborhood, Alderman Ramirez-Rosa issued a letter of support to the Committee on Zoning, Landmarks, and Building Standards on February 23, 2021.
2505 N Spaulding Ave
A virtual community meeting was held on January 11, 2021 regarding a zoning change request for the property at 2505 N. Spaulding Avenue. In line with our 35th Ward Community-Driven Zoning and Development (CDZD) process, the owner and applicant, Mr. Esam Hani, presented information on his proposed new construction; a brick 3-story single-family home and a three car garage, replacing the existing 2.5 story frame single family home. The upzone from RS-3 to RT-3.5 district would allow for additional floor area and a taller building height of 35 feet.
Residents then ask questions and provide comments. Following the meeting, the 35th Ward Office held open a period of two weeks to accept additional community feedback through an Google survey form as well as via email and phone. The majority of residents who submitted feedback to the 35th Ward Office expressed opposition to the proposal. Neighbor-led organizations, Logan Square Preservation, Logan Square Neighborhood Association, and Somos/We Are Logan Square also expressed their opposition. Given these reasons Alderman Rosa has decided not to support this application.

2901 N Milwaukee
A virtual community meeting was held on January 7, 2021 regarding a zoning change request at 2901 N. Milwaukee Avenue. The owner and applicant - Mr. Mark Kappelman presented information on his proposal to rehab the vacant mixed-use building to allow for 3 additional dwelling units (for a total of 9 units) and 1,500 square feet of ground floor commercial space at the corner. One unit would be affordable under a Community Benefits Agreement. Residents then ask questions and provide comments.
Community feedback was gather for a period of two weeks following the January 7 public meeting. After reviewing the input from residents and neighbor-led organizations, nearly all in favor, Alderman Ramirez-Rosa issued a letter of support to Committee on Zoning, Landmarks, and Building Standards on February 18, 2021.

CTA Barry Substation
8.29.2022 Update
Site prep and mobilization work will continue into the month of September. Apline Demolition, LLC anticipates starting demolition of the vacant two-story house at 3069 N Gresham Ave, owned by CTA. Shortly before demolition, the City of Chicago may be using the structure at the above address for a Chicago Fire Department training exercise. Nuisance controls imposed by the City of Chicago that apply to demolition work includes the following:
- Dust: In order to avoid excessive dust, the area must be kept wet during processing, except during periods that are below freezing. Chutes, plastic tarps and other measures are also necessary to provide dust control. Chutes are also required when lowering debris from upper floors.
- Water and mud: Any large amounts of water or mud debris must be removed, including water and mud on surrounding streets on a daily basis.
- Waste materials management: Building refuse must not litter the demolition site. All litter and waste must be removed from the site in a timely manner and taken to a permitted waste or recycling facility. However certain recyclable material that will be reused may remain on the demolition site.
- Waste left on site: In the event waste and debris must be stored on the site temporarily, it must be placed in containers and secured. If any materials are capable of becoming windblown or dispersing particles into the air, they must be secured and covered with a tarp or some other type of covering.
- Site cleanliness: Additional regulations governing the cleanliness of all construction and demolition may be found on the City of Chicago Department of Buildings website (www.cityofchicago.org/buildings). Violations of the City of Chicago ordinance and regulations governing demolitions may be reported to the city by calling 311 or the 35th Ward office at 773-887-3772 (mon-fri, 9am-5pm).

7.08.2022 Update
As part of the traction power upgrades to the O’Hare Blue Line, the CTA has notified my office that they will continue construction work on the Barry Substation starting on Monday July 11, 2022 through Friday, August 26th, 2022. More background info on this project can be found below.

4.5.2022 Update
BACKGROUND: The Chicago Transit Authority will be constructing a new substation at 3401 W Barry (vacant lot at Kimball and Barry). The two-story building will only be used to house new traction power equipment needed for the Blue Line, a use allowed as-of-right under the existing zoning. This project was first presented to the community on August 31, 2020 at the request of Alderman Ramirez-Rosa. The substation is expected to be completed in the summer of 2024.
UPDATE: The CTA has acquired the adjacent property at 3069 N Gresham Ave, and will demolish the house to provide more separation between the substation and the adjacent landowners. Demolition will occur in late summer of 2022. Once the house is demolished it will be used as a construction site to house a field office and parking. The land will also provide CTA necessary access to the ComEd electrical vaults. CTA will landscape the property at the end of construction. The substation building footprint has not changed. Construction is expected to start this spring (notices to be posted in advance by CTA as well as the 35th Ward Office). The project contractor is John Burns construction.
GENERAL PROJECT IMPACTS AND MITIGATIONS: Street/sidewalks partial/full closures & vehicular re-routes. Truck & equipment vehicles mobilization will increase traffic around the area. Parking restrictions during certain construction activities. General construction times: MON - SAT 7AM - 5PM, with occasional nights. The general contractor will use best practices to limit construction noise and dust. The work site will be secured with a perimeter fence. More information on exact start date and impact forthcoming.
Community Review
On August 31, 2020, Alderman Carlos Ramirez-Rosa held a community meeting regarding the construction of a new Chicago Transit Authority (CTA) substation to be located at the southwest corner of Barry and Kimball, currently a vacant lot owned by CTA. The purpose of this substation is to provide an additional power source to the CTA Blue Line, as new train cars and higher levels of service require more power to meet current and future ridership demands.
This structure does not require a zoning change, as the city’s Zoning Administrator determined that this utility improvement is permitted as of right. CTA will require a zoning variance, which is reviewed by the Zoning Board of Appeals, and not the Chicago City Council. While this construction does not require Alderman Rosa's approval, he has asked the CTA to engage in a community process.
At the meeting the CTA and substation designer Carol Ross Barney presented their design to 35th Ward residents as well as provide information on the substation. Attendees then asked questions.
Follow the meeting CTA meet with community members to gather input on public artwork that will be incorporated into the designs for the building's metal gates.
